10 And the king Ahasuerus laid a tribute upon the land, and upon the isles of the sea.

I believe after any war an increase is needed to restore perhaps what was lost.   Some said there were more wars not discussed in the book of Esther.  Wars are expensive and the king had to make sure that what needed to be repaired and restored was taken care of by the money people paid when paying taxes.  For example, fruits and veggies were sold at this time and had to be taxed.  This is one form of tax perhaps collected.

2 And all the acts of his power and of his might, and the declaration of the greatness of Mordecai, whereunto the king advanced him, are they not written in the book of the chronicles of the kings of Media and Persia?  

It is recorded, Mordecai is prime minister.  Our nation needs contact with someone who knows the word of God as Mordecai.

3 For Mordecai the Jew was next unto king Ahasuerus, and great among the Jews, and accepted of the multitude of his brethren, seeking the wealth of his people, and speaking peace to all his seed.

Mordecai in leadership as representative of God's Word.  He became wealthy while teaching the truth of God's Word.  Seek first the kingdom of God and how he does things and wealth will be added.

He was next to the king
He wanted wealth for everyone

Nahum 1 Nahum sends a message to the enemy God used to bring His people to correction.  However, God will not hold the enemy guiltless.  How can God use and judge people at the same time?  If your heart is evil, God will use your evil heart to show people what it is like to be under someone other than Him, who is absolute love.  We will have to submit to somebody, and if we don't want the leadership of God, then we must be submitted to someone, and that someone is the enemy. He allows the enemy to rule over our lives.  His plan is always to save everybody, but if we choose not to listen to Him, all who are not under His control will die.
